A piece of art is a glimpse into someone's mind; it is the manifestation of a single thought, foreign to everyone but the artist. In this way I agree. Art should be the first step into a completely new perspective, and the astute viewer takes away something new from this glimpse. The real issue is whether the failure to do so is the responsibility of the artist, in that he or she failed to make the work more accessible, or in the viewer, in that he or she cannot understand or does not care to understand. However, it takes certain personal skill to assure that every viewer achieves a certain depth of perception. (I do not think it is possible.)
